As usual, our recommendation for upgrading is to run:
nuxi upgrade --force
This will refresh your lockfile as well, and ensures that you pull in updates from other dependencies that Nuxt relies on, particularly in the unjs ecosystem.
3.6.4 is a patch release, brought forward to allow releasing some important bug fixes before work begins on 3.7.

However there's no function being used in semver that breaks node 8,
so it's technically still possible to run with node 8, but it will
no longer be supported (or tested in CI).
