When focussed on an interval in a ToD chart, show the average for that interval, not the whole day #244

In this case, where the pointer is not over any line, we are showing the average for the whole day…

…but since we are looking at a moment in time, it would be better to show the average for that period in time, as we do when the pointer is exactly over the average point:
