Ports don't come up on TH

I tried the following:

restart stratum_bcm
relod kernel modules via rmmod linux_ngknet && rmmod linux_ngbde && insmod linux_ngbde.ko && insmod linux_ngknet.ko
reboot the switch
reboot stratum on neighbour switches
disable/enable ports on neighboor switches

I'm not able to correlate any of my actions with this issue. Ports were up, even after many restarts of stratum_bcm, then they stopped coming up.

This rebased current stratum-bcm tree to the latest Stratum master. It includes fixes from Craigs which resolve the transceiver event handler issue. https://github.com/opennetworkinglab/stratum-bcm/tree/dev/bcm-sdk-wrapper-rebased

I'll test plug and unplug QSFP to see if it crashed or not in the morning. We can override the dev/bcm-sdk-wrapper if this branch works well

I did not see this issue again after the rebase.
