Create netcfg for HW topology #5

Should contain IP address and port of the Stratum gRPC server of each switch

Should be based on: https://github.com/opennetworkinglab/stratum-onos-demo/blob/master/mininet/topo/netcfg.json

The pipeconf ID stays the same as it provides support for BMv2, FPM and Tofino.
