Prepare for open source launch

We should make this repo public for others to use stratum-enabled switches in a meaningful way.

• [ ] Clean up code
• [ ] Run P4 code trough Barefoot
• [ ] Ask Barefoot to release binary and context JSON as they do for Sonic
• [ ] Add README / improve documentation
• [ ] Remove PTF tests (to be released later)
