Add an "Excluded from Import" as layer option #64

We need to be able to exclude certain layers from imports. for example we have decided that height_pnt will not be imported:

This is possible at the moment (but not retroactive) - I just need to know what to restrict when I do the import. For example, contours weren't imported.

Also, if you want to get rid of a layer, you can delete the layer in the admin interface. I've deleted height_pnt for you.

Instead of deleting, consider to just never accept the tagging as complete...

I would rather we can make it not show up. The completest in me likes to see lists that are 'done'.
