fix url for layer stats from admin page #79

Hi,

the admin layer list has a column with buttons for layer stats, but the urls are wrong.

they point to

http://linz2osm.openstreetmap.org.nz/admin/data_dict/layer/ice_poly/stats/

instead of

http://linz2osm.openstreetmap.org.nz/data_dict/layer/ice_poly/stats/

resulting in a page not found error.
