Checking out an area should keep whole area shaded #95

I've now uploaded all of the north north island coasting (Coromandel to Manukau Harbour) however parts are still showing unshaded. If you check the image then you will parts of the coastline are not greened out (even though i had checked out a part of the coastline that covered this area.

Even if there are 0 items in an area selected you should still be able to 'check' it out so that people know there is nothing left to do in that area.

I'll see if I can think up any other approaches: making a 0-feature checkout just to pretty up the map seems like too much work. As a workaround in the meantime, when you check out features, expand the selection to butt up against neighbouring checkouts: then there won't be any gaps.

For example, in the coastline, you can make a checkout like this

gerrymandered

Only the far south-west corner has any features, but you can mark a large area as done.
