This renames the "Press Releases" page to "Announcements", with a "Press Releases" subcategory. Ideally this will open up posts from our Tier 1 and 2 server operators. Posts can be written from the GitHub web interface, and a guide was written to assist users.
Also, there are some slight layout modifications. The entire website main content container is a bit wider and the navbar looks better on smaller desktops.
Why should this be added?
The homepage is the most accessible website to new users. Additionally this will allow us to implement an RSS feed for the OpenNIC Press Releases, and the Server Announcements, or a combined feed (PR date TBD).
Applicable Issues
None. This PR was created in response to discussion on the "Phasing out ns5.any ns4.ny.us, ns10.ny.us" and "How to phase out servers" threads on the mailing list.
