Added Ontario 2022 shapefiles #43

I created definition.py based on others, and could not verify the encoding of the data was iso-8859-1 .

Hi @JoeMurray, the map of Ontario hasn't changed since 2015 (next redistribution is 2025). This boundary set is currently in a private repository, because back in 2015 Elections Ontario didn't use an open license.

I could move the boundary set between repositories, but it's a bit of busywork.

To be clear: The 2015 boundaries are in the API (it's just the original shapefile that isn't republished via GitHub).
