Reorganize project files #23

Reorganize the project files to reflect updated Django best practices so that manage.py is in the root of the repository.

@rbelew would you describe the purpose for the current subdirectories, please?

this repo predates the showCrime django app. (cf. top-level repo's README.md for what the other directories are about). we can build showCrime from a subdirectory, right?

Yes, we can continue to use the showCrime directory; however, reorganizing things might make the project more accessible to newcomers.
