we need to investigate if hashing ['CaseNumber', 'Description', 'PoliceBeat', 'CrimeType'] from the oakland FTP crime data is a valid way to get a unique ID

there can be supplemental reports issued with all of the same information- cases can get updates later with the same record info- so this being a unique record depends on if they are publishing supplementals or not. If not, then it is a unique record yes. It does come out as RD Number in most outputs from OPD.
