"A typical soft story building is an apartment building of three or more stories located over a ground level with large openings, such as a parking garage or series of retail businesses with large windows." Seems like a good sentence to use in the description.
Also this: "Buildings are classified as having a "soft story" if that level is less than 70% as stiff as the floor immediately above it, or less than 80% as stiff as the average stiffness of the three floors above it. Soft story buildings are vulnerable to collapse in a moderate to severe earthquake."

Might need some contextual background about the ABAG study, but should be as lightweight as possible. Suggest a sentence or two and link to the report.

One thought: Might be more compelling/explanatory to start the description with: "Soft story buildings are vulnerable to collapse in a moderate to severe earthquake." And then launch into the why. As a newbie to this issue I don't immediately understand why having lots of windows or a garage or something on the first floor is a problem. So making that part clear right up front might make the problem more apparent.
