Add "don't break the test suite" to rules #13

Seems pretty obvious why this is important but is probably worth calling out specifically for new contributors to keep in mind. (I like how this also kind of implies that if they break the build, it's their responsibility to fix it, because they've violated a rule.)

Also: didn't bother to run a build since this was drive-by from GitHub's web editor, but if this seems like it'll be merged I'm happy to clone locally and push updates that do so
