Consider renaming the beneficialOwnershipOrControl property #446

Summary of the bug or issue This property sits within the Interest object and could be better named to point to its function within BO data.

Additional context and details As this boolean property now functions (see the requirements around Representing beneficial ownership) a lot rests on this flag. It is the only element which identifies beneficial owners within a dataset. As such, we need to be really clear about what it means.

Suggested resolution

I think naming it something like 'meetsBeneficialOwnershipCriterion' would be helpful. It prompts the question 'what are the criteria?' which would need to be answered at the publication policy level. (And which would then involve pointing off to legal definitions etc.)

Just logging here that I think we might want consider this alongside issue 320 as I think that there is some confusion in (limited) existing data about how the beneficialOwnershipOrControl flag relates to direct/indirect ownership

Given we now have this guidance about usage of the field, I'd like to de-couple this from #320.

I'm going to revisit https://github.com/openownership/data-standard/issues/167 alongside this issue and see if there's a useful step we can take in 0.4.

I've updated #167, which needs to be revisited alongside this ticket. Looking at the potential change in placement and meaning of this boolean field, this work should not be rolled into 0.4. A considered proposal and review by the community is necessary.
