At the moment CoVE fails

"scheme": "MISC-COZ"

under additional checks

However, publishers can "Use MISC-{Publisher_Name} as the scheme" when using an internal ID. There are no additional checks to be made when a publisher uses MISC, the following suffix should be assumed to be valid.

This has been brought across from the (internal ODSC) issue at http://bods.opendataservices.coop/redmine/issues/312

This only applies in BODS 0.3 and previous versions. (In BODS 0.4 this was changed).
