Initially Miami-Dade County adapter will use Socrata adapter for main dataset and pull remaining information from MDC Permits web site.

right now SQL adapter sync job does the translation from MDC data set to BLDS. Idea is that this logic will live in the MDC adapter and synch job will be more generic
