More robust service uptime checking #14

need to make sure we know when chem services down, currently dont see any alarms. If servers are responding with any incorrect response, a 500, or nothing at all, we (project team) need to know

currently the structure search API is not working so i'll wait to see why that was as i didnt get any alert

Can we add Valery to this issue? I don't know how to do that. Valery said that he added you to Nagio alerts for structure search services (email shoud have came form nagios@rsc-us.org @valt

Both Lee and Paul were added to Nagios a couple of weeks ago and should receive notifications. We don't monitor beta.openphacts.org though.

yes we're on that system, my question is, is the OCR system working ok on this - could someone please check, then we can rule that part out. right now i have no idea where the issue is
