Generate `pkgdown` documentation to accessible site #95

Hi @LDSamson, we recently did this internally pretty quickly just to show users we have a placeholder started for user guide documentation. Wondering if you want me to open up a PR to accomplish the same goal here? I could base it off of the main branch now that dev has been merged in?

@LDSamson, per our recent discussion, this task is tricky because this repo is not open source. So, I wanted to ask a clarifying question: do we want to consider just making the documentation public even though the code is not? If so, we could pursue a solution like a Netlify site.
