Allow UI scale to be more precise #313

My testing of the UI scale has been somewhat limited atm b/c 1.25 is too big. If I could set it to 1.1, that would be ideal b/c it's not too intrusive but lets me easily test that scaling stuff works okay.

I'm sure other ppl would like finer grained control, too.

1.1 might be too hard to see in general, but if you'd like to try this scale regardless, you can currently finetune scale values in Settings.ini. They only snap to steps of 0.25 in the settings dialog.
