Many core tests fail with METRO_LIST specifies multiple_cities=True #213

Could be papered over by fixing the settings during tests, but they'll need to be reviewed to make sure they don't represent actual errors when this setting is flipped on. schemafilters for example, I'm unsure whether this case is covered in the code.
