Handle future events differently from news

We need the data model and views to handle future events, eg. event announcments, meetups, etc...

I could swear there was already a trac ticket for this.

Add a separate place_detail 'upcoming' page (supported by the same old place_detail_timeline view)
No event-ish news on the timeline page (renamed "Recent News")
