Navigate NeighborNews by tag #261

While the NeighborNews newsitems allow tagging, there's not really any useful way to search by tag. Need some custom UI for that.

This is fixed by the "featured" flag on Lookups, plus the "{% get_featured_lookups_by_schema %}" template tag.
