update github actions cecilapp to deploy with most recent version3 #44

Currently in the .github/workflows folder the file deploy_bookdown.yml specifies using Cecilapp/GitHub-Pages-deploy@v2

This is the old version and should be updated to version 3 as per the readme on https://github.com/Cecilapp/GitHub-Pages-deploy
