Prepare for Fedora packaging #40

I tested compiling with and without turbojpeg-devel installed, both cases were building fine with the desired outcome.

Compiles on Kubuntu 20.04 with contrib/libjpeg-turbo-dev. Test applications run. Thank you for your contribution!
