The compare step only works with title/description.

[ ] Override the compare step to order proposals by near-by locations in addition to title similarity
[ ] Make this comparison customizable with module conf vars:
- [ ] Radius for comparisation (default 30 meters)
- [ ] Compare with proposal newer than certain date only (default 2 months ago)
