historical_location_government/ID_TYPE/LOCATION_ID/YEAR

parameters

ID_TYPE: op_id, minint_id, istat_id
LOCATION_ID: id, change format, according to ID_TYPE param value
YEAR: year in the format YYYY

the LOCATION_ID parameter can span cities, provinces and regions YEAR must be before current year and after 2000
