Add UI support for procedural questions #175

A procedural question must be inserted between politicians speeches. It may be considered a special speech that can also be voted.

A procedural question is a SittingItem that can have one or more speeches. Each speech can be related to a votation. UI integration is missing (in particular to votations). A speech with a votation must be related to a Sitting Item of type "procedural question"
