This is a reminder/some preliminary work to alter transport tax policy.
I still intend to do the bulk of the rewriting in Q4 2017, perhaps sooner or later.
So far I've changed and simplified the tax bands from fuel displaced (CC) to metricated power output (kW). Eventually I hope to change the tax bands from power output to vehicle size/type/weight as I'd originally intended. Here it is:
Road Strengthening Tax
A road Strengthening Tax will be implemented to cover some of the shortfall as a result of altering the cost of Fuel Duty.
Road Strengthening Tax Rates:
Motorcycles (with or without sidecar) (TC17)
Not over 4.5kW - Registration optional, no charge.
Not over 34.3kW - £52
Greater than 34.3kW - £104
Tricycles (not over 450kg unladen) (TC50)
Not over 4.5kW - £26
All other tricycles - £104
I've started with motorcycles because their former tax brackets are easy to understand and because the electric bicycle market is growing.
Sweden and Japan at one time or another did not require the registration of <125cc motorcycles ( , http://www.thejapanfaq.com/bikerfaq-classes.html ~ "Registration Tax 125cc and below: none"). Yet their road systems are far from being fairly described as "carnage".
So, one line that I plan to add will intend to make this the case in the UK. This will cause concern to the driving public with regards to poor road etiquette, hazardous conditions for younger drivers, and also motorcycle theft/fraud.
My answer to this will be: age restrictions, provisional license and CBT course requirements will remain in place.
They (<125cc motorcycles) aren't usually very good (or safe) for motorway travel, and they get stolen particularly frequently on account of being desirable to provisional license holders... to which point it would save money and grief if the registration system were avoidable based on consumer/retail preference.
