Add a proposal debate/discussion/review period #636

Have a pre-vote state for proposals, such that they can be openly debated (in comments?) and amendments suggested to the original proposer. Once the proposer is happy and after a grace-period the proposal can be put forward for a vote.

No one (other than the original proposer) has the ability to block or refusal a proposal from getting to the vote stage.

I've just noticed there is already a grace period, I think allowing others to suggest changes more directly would be useful.
