Investigate the failure to create new threads in Mauka #256

Please do work for this task in a branch called issue-256.

Currently, certain Mauka plugins fail after a seemingly random amount of time. Logs indicate that failure is due to failure to create new threads. This must mean there are already too many threads or we're running into memory issues.

[ ] Determine cause of this issue
[ ] Find a way to mitigate this issue

This has ceased to be a problem ever since we replaced the mongo health service and freed up a bunch of CPU and memory resources.
