Identify and address issues with IEEE1159 Voltage Plugin #275

Please do work for this task in a branch called issue-275.

We have not identified Voltage sags or swells in quite some time. Refactor and test the Voltage plugin so that it can reliable detect sags and swells as defined by IEEE1159. This may involve making use of the new segmentation algorithm introduced in the Semi F47 and ITIC plugins.
