TIFF-HUL-2 ErrorMessage "Tag <n> out of sequence", in Well-Formed and valid JPEG #853

We've encountered a JHOVE TIFF-HUL-2 "ErrorMessage" reporting "Tag 34665 out of sequence" at offset 178 in the public file https://www.nationaalarchief.nl/onderzoeken/archief/2.10.02/invnr/3734/file/NL-HaNA_2.10.02_3734_0914 (download button on the left, download origineel bestand JPG).

We had two issues with this message: 1) Why is a TIFF-HUL message reported in a JPEG file? Our guess is that the TIFF-HUL is invoked to process certain metadata. But we'd like to know more about what is actually happening inside the HULs. 2) Why is the file considered Well-Formed and valid by JHOVE, when the TIFF-HUL reports an ErrorMessage? Is there a problem with passing errors from the TIFF-HUL back to the JPEG-HUL? Or if it is in fact a well-formed and valid file, why is the messsage labelled an ErrorMessage?

Thanks for reporting this @RvanVeenendaal it's too late for the current release, but we will investigate and get back to you as part of the 1.30 release later this year.

i'd like to bump up this issue sigificantly!

I'm not too worried about the TIFF-HUL naming for the metadata errors, but I am troubled by ERROR messages resulting in well-formed and valid. Just encountered the exact same problem ("ErrorMessage: Tag 34665 out of sequence" resulting in well-formed and valid). Could you please cause any jpeg ERROR to result in a correct status message?
