FEAT - Docker based Debian packaging

• updated debian/control to:
  • create 3 packages, python3-jpylyzer, python-jpylyzer, and python-jpylyzer-doc;
  • create Python 2 and Python 3 packages; and
  • added full Build-depends: to debian/control;
• updated debian/rules to build a source based 2 part package;
• removed unnecessary build rules from debian/rules;
• added starter entry in debian/changelog required to move package forward;
• added required ./debian/compat file set to 9;
• added docker-package.sh script to create Docker image to build package; and
• added Dockerfile.build that:
  • sets up packaging environment, defaults to Debian stretch;
  • installs build dependencies;
  • copies the project source to a local directory; and
  • creates the debian packages and copies them to project dist directory on host;
• deleted debian/template for taverna as causing lintian failure;
• testing debian packaging via Docker in Travis build; and
• fixed tests_require typo in setup.py.

@bitsgalore if you check out the Travis build logs you can see that these all now build the debian packages using Docker within a Travis build. To produce the packages you need Docker installed but then just run docker-package.sh and the packages appear in ./dist.
