Move binaries (Win, Debian) back to Github #86

For some time Github again supports uploading of binary packages. Example (OpenJPEG):

https://github.com/uclouvain/openjpeg/releases/tag/version.2.1

Jpylyzer currently uses Bintray for this. Bintray's upload process is pretty awkward, which is why I'm in favor of moving back to Github, possibly for the next release (this will require some small changes to the jpylyzer homepage).

Done now, see:

(Homepage now updated accordingly)
