It would be nice to have a license for this software already at this stage.

Reasons:

The repository is out of opf-labs
In this section of the specification, we need to provide the license and currently it is empty: https://github.com/openpreserve/sheets-preservation-spec/blob/main/v1.0/Specification.md#64-validation
