difference between PGK-16 and PKG-17 not clear #44

These are two sides of the same coin.

PKG-16 is fired when an entry is listed in the manifest but no file exists in the zip archive. PKG-17 is fired when a file is found in the zip archive without a manifest entry, except in special cases such as entries for mimetype, META-INF/manifest.xml itself and other files below META-INF/.

I hope this clears up the distinction, please close if so.
