Validation message IDs don't match the IDs in the latest specification document #87

The revised specification document prepared by DNA has a reorganised set of error codes. The application errors need to match these.

This isn't quite resolved/closed yet. Finishing will mean adding some new codes to the specification and, possibly, reviewing the codes and sequences one more time.
