Dates of workflows have invalid timezone in non-english locale #2

When generating a workflow on a machine with german locale, the timezone of the dates in the workflow is set to MEZ. Taverna doesn't seem to like that. Storing a workflow with the Taverna Workbench creates the timezone as UTC.

Isn't this a Taverna bug?

According to the answer on the mailing list I got, Taverna always expects UTC as timezone.
