[Dimensionality reduction] Add Ivis #270

What is the method? Describe it briefly and include a citation. A DL-based approach (siamese networks) for dimensionality reduction https://www.nature.com/articles/s41598-019-45301-0 that preserver global structure better than t-SNE.

Where is the code located? Include a link to the publicly available codebase. https://github.com/beringresearch/ivis

Which task(s) could it be used for? If the method is to be used for a task that is not yet included in the code base, use the issue template propose a new task instead. Dimensionality reduction, can be also used in a supervised fashion for #253
