tendererActionType for tendererAction #4

Similar to #2 and #3 there is need to add tendererActionType enumerated property as companion for free-text tendererAction field. This approach should simplify further analysis of Complaints. Possible values of the code-list are subject for some analytical classification of tenderer actions in practical use-cases (like ProZorro dataset).

Measures for ensuring correctness of the data being recorded is still open.

Could you provide an example of a tendererAction to help clarify the purpose of the field?

https://github.com/uStudioCompany/eOCDS-reviewProcedures mentions an “action required by the tenderer”. Is tendererActionType supposed to be the same?
