Create test_zcu111.yml #222

Added the yml for implementing the self hosted runner from the actions menu. Zcu111 runner is currently running and connected with this repo.

I overtightened the Actions settings ("Allow openquantumhardware actions and reusable workflows" doesn't allow the checkout action to run) so the update_version workflow couldn't run, oops. I manually cleared the check.
