create conda-forge feedstock #16

To make it easier to install xradar (and because we need it anyway) setting up a conda-forge xradar-feedstock would be good.

Hope I got everything right. At least the build is green. I've added @mgrover1 and me as maintainer (would need to acknowledge over there).
