This message appears when you don't have the XTracks or YTracks version needed for such route.

I understand nothing was added or taken away from the route, and I understand that the default routes work, but this is not sufficient to let your route run. If you have made a fresh installation of train simulator, you have only the default tsection.dat and the default tracks (they reside in the GLOBAL subfolder of Train Simulator, that is outside of the route folder). The required XTracks installation installs and updates files in the GLOBAL subfolder of Train Simulator. If you don't do that installation your route won't work.

After having also checked on your post in trainsim, an alternate solution I can I suggest you is to make a safe save of the GLOBAL folder and subfolders of your MSTS Windows 10 install, and to copy your GLOBAL folder and subfolders from your MSTS Windows 7 install to your MSTS Windows 10 install.
