Just my opinion, but I think this is quite a big job, and includes completely re-doing the particle system, so it might be a stretch to target this at 0.9 (or even 1.0).

James is correct. Having spent a week in the particle emitter, at this point, I don't think we're able to do such a feat without major rewriting. However, there is a free tool that may do this: http://www.xnaparticles.com/

In MSTS, steam and diesel locomotive exhaust smoke avoids colliding with overhead objects. For example, when a loco passes under a bridge that has its collision volume properly set in the SD file, the smoke will billow out and around the bridge. In OR, it passes through the bridge deck. Similar effects occur in engine sheds, tunnels, etc.
