On edit, a record page, next to deactivate record, add "Hide Record For No Referrals" for their records to not be shown in service net

a hidden button from all other CBO's using service net not to get any referrals sent to them

-once a CBO wants to accept and let other CBOs refer beneficiaries to them, they can unhide their record
