Use `path` instead of `name` from tableschema for csv names #3

@kindly This was the smallest change I could make, but it also messes with tabular.json. However, I can't see that that's used anywhere. See the output at https://github.com/openreferral/specification/commit/44985f4282dbb7334516d594af8a4e31f59906c5.

Additionally, tabular.json is written to in 2 different places, I'm not sure why.

yeah we do not need tabular.json any more it was a request but was decided it was not needed.
