Upgrade sphinx-rtd-theme to V1 #259

When this was tried before we found a breakage - The + and - things in the side menu break, and are just shown as a button with no label.

Closing as I believe we are using this. From requirements.txt:

sphinx-rtd-theme==1.2.0
    # via -r requirements.in
