Make JSON schemas canonical #304

For the HSDS upgrade, we need to finalise work on the JSON schemas, and finalise tooling updates to work with the JSON schemas

Much of this has now been addressed in #317, with additional tasks described in #318. @kindly can this issue now be closed?
