Update and document repository testing #308

As part of the HSDS 3.0 upgrade, we should update and document the github actions for this repository. This is a holding issue for this work.

We'll need to make the tests non-mandatory for merging until this is completed, then we can change again

Noting here that we should add a test that checks whether hsds_schema.py has been run (presumably by running the script and creating a diff)
